Subject: Government Proposals Threaten Commercial Landlords
We want to bring to your attention two urgent developments that the Government has quietly introduced through the English Devolution and Community Empowerment Bill, now being debated in Parliament.
- Scrapping of upwards-only rent reviews for new commercial leases
This would end the long-standing principle that has underpinned commercial property investment for decades. Without it, landlords lose predictability and stability in future rental income.
- Tenants given the power to trigger rent reviews at will
This proposal gives tenants one-sided control, creating uncertainty and undermining landlords’ ability to plan and finance their investments.
Why this matters:
- These changes will destabilise the commercial property sector.
- They risk deterring investors from supporting high street regeneration.
- Landlords will find it harder to secure financing or commit to long-term improvements.
The BLA is raising these concerns directly with policymakers and the press, but we also need our members to stay alert. If passed, these proposals will have serious consequences for commercial landlords across England.
